Update: After changing the jet size down to #69 this week, the gas milage improved from 8.23 mpg to 9 mpg. Engine performamce has not changed with the jet changes. I removed the #69's tonight and installed #67 jets. So far, here's the rundown with jet sizes:
#73 7.7 mpg
#70 8.23 mpg
#69 9.0 mpg
My question now is: As I drop down in jet sizes should the power valve be changed also? and in what direction up or down?

I wouldn't bother with it. A rule of thumb is that it should be about 1/2 of idle vacuum. If you have 15" of vacuum, the carb should have a 6.5 in it so it is close enough that I wouldn't fool with it.
