Transmission cooler & ?

While I have no doubt that one is the heavy duty transmission cooler, wondering if the 2nd finned cooler in front of radiator may be for the power steering fluid?

It is either the power steering cooler, or its an engine oil cooler.

oil coolers

I have a 98 Expy. The oil cooler on mine is connected to the engine block and looks the size of a oil filter. I have a parts diagram and the oil cooler looks like an oil filter with two hose connectors on it. The oil cooler is under the power steering pump on the driver's of the engine block. It has two 1" coolant lines connected to it.

On my Expy the power steering cooler has a bracket that mounts to the metal bottom of the front opening to the engine compartment.
