Diablo chip, exhaust, and intake, in that order as far as most power. I've done all 3 to my Ranger and it is awesome. The chip adds power at all RPM's and you notice it at all throttle positions and it's cheper than a good exhaust will be.
Yes you can do it without the intake and exhaust and yes you would have to run premium. But if you want the power, it's worth it. You should also get slightly better mileage so it helps to offset the cost of premium.
