On a "closed chamber" type head the quench effect results from the top of the piston coming in close proximity (<.040") to the flat part of the head which is inside the combustion chamber area. It has 2 different advantages, 1 the turbulence helps to ensure a more complete burn of the A/F mixture and 2 the flat portion of the head can help dissapate some of the heat that builds up in the top of the piston. It allows you to run a slightly higher compression ratio than an engine with no quench.
