I have a 2000 Excursion with ESOF and auto/manual hubs. With the truck in Park, ESOF in 2WD, and hubs in Auto, should I be able to turn the front driveshaft by hand? When I try it has some slight play and then a hard stop, both directions? Any thoughts?

There is a loose tube at the hub. It appears to be a vacuum line that attached at about the 1:00 o'clock position on the back of the wheel assembly. Is this the vacuum line that activates the auto hub?
Yes.
If it is loose then that could be the cause for the trouble with the hubs not disengaging. You will need to repair the tube, then remove the lockout and clean it.
Also, since it is a vacuum line, there could be some trash (dirt, mud, etc) inside the tube. Make sure you clean it also.
The front drive shaft should turn freely, by hand, when the ESOF switch is in 2WD and the hubs are in auto position.

The lockout is outsidee the hub, completely separate. It is held in place by a snap ring. There is a special tool, but you can get the snap ring out with a small screwdriver and needlenose pliers. Once the snap ring is removed, then you can pull lockout. It will probably be hard to get out, bound by corrosion, grit, mud. But just take a rubber mallet or a block of wood and tap it from each direction while pulling on the lockout. I would suggest spraying WD40 or any other good, thin lubricant/break free fluid around the outer portion where the snap ring was seated. Let it set for awhile before trying to remove it.

pulled the hubs, worked just like you said it would. I put them back on and the front driveshaft spun in my hand. Last night I wanted to see if I had corrected any the problem. Shifted to ESOF, hubs locked, 4wd engaged. When I when back to 2wd, the hubs stayed locked, even with the hubs in Auto. I had to pull the right hub again, after putting in back on, the driveshaft was free again. I had replaced the low pressure vaccuum line, but obviously I still have a problem. Suggestions?
