loose ground wire?

i have a 64 model with a 292.i just picked it up two days ago from the guy who built my engine.it only took him five months to complete.anyway i was underneath today and i noticed a loose ground wire conected to the frame on the right side by the starter.does it connect to the starter or the engine/like i said before i just picked this truck up so i`m gonna have a lot of questions for you guys.thanks for your help.

Usually these go on a bell bolt but any bolt will work. Just don't pull the ground tight , leave some wiggle room to compensate for the motor mounts. Actually I like to hide these ground straps on the transmission or motor mounts.

My 64F100 w/292 V8 has the ground cable from the starter bolted to the frame adjacent to the starter. It is connected per William's suggestion, with enough slack to allow for engine movement on the motor mounts. Just make sure the connections are tight. Good ground is important.
