As weather permits, I'm going to start getting my F-1 ready to paint. The body is pretty solid but I do have some surface rust to remove and a few spots that will need to be patched.
My question is about tools, or more precisely, what are the essential air / power tools needed to handle this type of prep? I have the welding covered but what is best for cutting out the rusted areas and some of the initial sanding of surface rust.

I am not sure exactly what you are going to do but a DA (double
acting) sander is often a weapon of choice. Be aware as always you get what you pay for. Look at control (rpm), ease of use (
does it feel right..can you feather edge) and noise.
They have sticky paper types and velcrow stick pads. I
have used both..both work good.
I like cut off wheels in either air or electric flavored tools. I've used them in my DeWalt 4 1/2" angle grinder and in an air dremel with a 1/4" arbor. Now that I think about it I have a cutoff wheel for my circular saw too! That's a little extreme tho.
The only thing I have against them is they don't last too long. I needed 2 to cut a little over 12 ft of .070 not long ago.
On the plus side they're real easy to cut a straight line with and nuthin' ever warps.

I don't know what they are called but they are basicly a Scotch Brite pad that attaches to a die grinder. Great for getting into close quarters like sills and what have you.
for cutting out the rusted area's if it's just a coroded hole then you can use a drill and a #30 drill bit chain drill around it pull the corroded piece out with a pair of pliers then use a rotary file in the drill to clean the edge of the metal up and go about the rest of your repair
Just my opinion, but If I were in your position, I would definitely have plans of getting a sand blaster. They certainly have their place as far as I'm concerned. Good luck with your project.
