Front End Noises, 98 Explorer

Had my 98 explorer in for service and diagnosis on some front end noise. It is groaning when going over bumps and when turning the wheel to the extreem left and right. Results were needing new inner tie rods, stablizer bushings and an "Updated" power steering line.

I have the factory manual but have a few questions as i hope to do these myself.

The bushings are no problem.

Any tricks to doing the inner tie rods? Does the whole rack have to come out to do this? Looks like it to me but the manual does not cover this very well.

Anyone have any more info on the "upgraded" hose? It is suposed to be covered in TSB 98-21-1 and include part # F8723A719JA. I do not belong to Alldata so can look at the actual TSB. Anyone have any additional info on this? I read another post that said it was just a mount bracket that was added to the hose.
Can this be done by the home mechanic?

My thoughts are that most of the noise is form the Tie rods and bushing and want to know if the hose really needs to be repaced.
