91 to 93 Headlight Conversion

Unhappy 91 to 93 Headlight Conversion

I have a 91 F150 that had a damaged front end (collision). Since I had an extra bumper and hood from a 93 I had the body shop replace the entire front end with 93 parts.
Here is the problem: my high and low beams do not work normally. The low beams are very dim and the high beams are bright but there is no position change from low beams to high beams. In other words, when switching from low to high the lights get brighter but don't adjust up or to the usual wider pattern. They stay pointed the same spot.
One guy from a lighting company told me the position change comes from the high and low elements hitting different sections of the reflector. But I am using 93 bulbs in 93 housings, there is only one way to plug them in. The headlight connectors are the same for 91 and 93, the 93 bulbs plug in with no modifications. I thought that the connectors could be wired differently but a check of the two wiring diagrams look the same. Even the wire colors are in the same positions on the 91 and the 93 connectors.
Anyone have any ideas why I have no "high" beams?

Did somebody forget a ground wire during the frontend install? If so, that would make the voltage run through both filaments instead of through each filament and then to ground.
