Usually all it takes is a steering wheel puller available at any good auto parts store, like Pep Boys or Autozone or even JC Whitney. Some auto parts stores , like Autozone, have a tool loaner program where yo put up a small deposit, use the tool and return it and retrieve your deposit. If it's gonna be a one time deal, I'd go that way. If you intend to pull it more than once, buy one. They're not very much.
No, the tools are universal. The wheels are mounted on a tapered spline and when you tighten the nut down it forces the wheel to engage tightly with the spline, hence the need for a "puller" tool. The wheels usually will "pop" off the spline as you apply pressure with the puller. Just make sure you have the puller positioned so you are pulling straight off, not at an angle.
You have to watch out for your horn wire though. Usually I pull it up a little and lay to the side, then place a nickle on top of the steering column post and let the middle bolt of the puller push against that instead of trying to wedge into the hole in the column, cutting the horn wire. And of course I do it this way because I'm too lazy to crawl under it and clip the horn wire where it comes out the bottom of the steering box and pull it out etc.
