busted lights

i have a 97 expedition. i was driving on the freeway when i smelled a something burning near my light control switch. then my headlights went out. i checked the bulbs, fuses, and relays. they were ok. the funny thing is that only my lowbeams and fog lights dont work. my highbeams still do. please help. is it a wiring problem? is it a switch problem? or is there a relay i do not know about? i checked the fuses and relays under the hood and under the steering column (near the hood release hatch).

EDIT/UPDATE: the control switch was checked. there were no signs of wires burning out. also, i left something out. the high beam flicker attached to the steering wheel does not allow the highbems to be permantly on, when you push it forward. however, if you pull it toward you to flicker the highbeams on and off, it works.

I don't know what you mean by control switch, but I would check the headlamp switch and the dimmer switch. There are some melted wires somewhere if something smelled burnt.
