Heater Trouble

I would appreciate any information concerning the following problem. The cabin heater will output hot air for app. 15 minutes and than start pumping cool air. If I turn the heater off and wait about 20 mins. it will pump warm air agian once I turn it on. At first I thought the thermostat may have failed open but it seems to be working properly since it's regulating the engine temperature. The water inlet hose will remian cold until the engine heats up and than warms up after the engine has reach runing temperature. Please advise
