That is your cowl vent. Unless someone welded or soldered or bondo'd it shut, there is a lever under the dash. Push down or toward the firewall and the vent should open. Look around the outer edge and you will find a bunch of flathead machine screws that screw into caged nuts on the underside of the dash.
You'll have to dismantle the compound lever also and work hard to get it out without damaging it. But it can be done.

You need to remove the 3 screws that secure the cover to the mechanism thast opens. It will make removing the screws into the body easier. Loosen the cover screws and it will slide sideways and lift off. Like the other posts, dismantle the lever assy nut and spring, it will make getting it out easier. I've taken 6-7 of these out and hated everyone of them! it didn't get easier each time. They go back in easier than they come out.
