Call up clifford, and tell them you need a 600HP 300. and then perpare to spend about $20,000.
it can be done, but I doubt it can be done for under $10,000
You'll spend upwards of $7000-9000 on a 351W getting it to put out 600HP, depending on how you do it. You will need close to 600HP to get a '78 f-100 to run low 11s. Heck, you need 600HP to get a mustang into the 10s, and thats with a 3100lb car, not a 4500+ lb truck.
245HP is not enough juice to run a truck into the 11s. maybe 14s, but not 11s.
4500 lbs, 11.98 ET requires 517 hp
I am not stating this as a fact!
I had a 85 Mustang GT, 3000 lbs (with me in it), 275 RWHP, 4.10 gears, and the best I ever did was high 12's (1000 ft altitude).

as steell pointed out, HP has to increase exponentially as the ET is lowered.
550HP in a mustang should produce about a 10.8.

it'll give you an idea, I just ran 550HP (thats at the rear wheels, not the flywheel) w/ 3200lbs, and it gave me 10.48. 550HP from the flywheel would be closer 10.8s.
btw: 600HP (@ the rear wheels) on a 4600lb truck 11.49.
600HP at the flywheel with 85% efficently on driveline is 510HP to the ground, and the estimate is 12.13.
Anyone can make a guess, but the fact is, you need a lot of juice to make that kinda power, and it a lot of money to get that kinda power any way.
