Dual Tank Problem

Hey,I am having a problem with my dual tanks. I have a 1997 F250 Heavy Duty w/351w, 4*4, 4.10 gears, and a whimpy E4OD. When I run on the front tank the fuel returns to the rear tank. But when I'm on the rear tank it returns to the rear. I went to the dealer and talked to a tec., he suggested that it was a fuel selector valve on the frame rail. The problem is that there is not one ANYWHERE along the frame. Both fuel pumps were replaced about 6 months ago at 150 dollars a peice!!! Any help would be greatly appreciated.

Dual Tank Problem
the switching is done in the front pump to return to the propper tank. did you put a new ford complete asy fuel pump or a aftermarket pump which only is the pump? sounds like it needs a front pump asy.
