Disc pad anti-squeak

I'm wondering if someone can explain the blue disc pad anti-squeak that goes on the back of the pad. What exactly does it do? Is it really needed? What is the exact process for applying it?

It is supposed to quiet brakes by quelling the vibrations. Silicone works better. You just smear it on, but you don't need it. If your brakes squeel, put some silicone on the back of it.
