4.6L Swap - Missing Something???

I am installing a 4.6L in my 53 F-100. I cannot get it to start. I can spray gas direct into the intake and the motor will run for a second or two but the injectors never release gas into the intake. I have the complete wiring harness, solenoids, and fuel system from the donor vehicle. I have good pressure on the fuel rail. I have only one hard code 565 - canister purge valve circuit open. I have beaten my head black and blue trying to figure out what is happening. Does anyone have a clue?? What makes the PCM fire the fuel injectors?

HELP!!!

1994 - P71 - Crown Vic. I have installed the complete drive train.

check and see if you dont have that ford sen key security. I did a swap like this with a freind it was the dohc from a mark 8 and we ran into the same problem
