Steering Trouble

I bought my truck form the dealer with "custom" rims and 33" tires. If I'm at a dead stop, it's almost impossible to move the steering wheel in any direction. The truck has to be moving... even if it's just under 1 mph, and the truck steers fine. I have an '02 CC LB so I need all the steering I can get, especially when I'm trying to park the SOB! All you guys with big tires... is this normal (the dealer seems to think so)?

Does the pwrs steering whine while you are trying to turn? Mine turns light as a feather.
