Won't Start Without Starter Fluid

I HAVE A NEW ENGINE IN MY 89 E350 WITH A 460.
IT BROKE DOWN SO I REPLACED MY FUEL PUMP AND FILTER.

IT STARTED RIGHT UP BUT THE NEXT MORNING IT WOULD NOT START WITHOUT STARTER FLUID.

AFTER IT STARTS IT RUNS FINE.

IT HAS NEVER HAD ANY POWER BUT THAT MAY BE ANOTHER STORY.
( WON'T GO MORE THAN 20 MPH UP A HILL DESPITE A ENGINE CHANGE -5K DOLLARS 200 MILES AGO)

OVER ALL IT RUNS FINE.

I HAVE ALSO REPLACED THE FUEL REGULATOR VALVE BUT NO DICE ON THE START UP.

PLEASE HELP! I'M BROKE AND CAN'T AFFORD TO GAMBLE WITHOUT HELP WITH INFO.

hard start

vacuum leak at intake; check fuel pressure

how can i check fuel pressure and timing

please help

You will need a timing light to check the timing with the marks on the harmonic balancer. The SPOUT plug must be disconnected before checking.

You will need a fuel pressure gauge and it screws onto the schrader valve (like a tire valve) on the fuel rail.

Which pump did you replace? The in tank low pressure or the external high pressure?

the external pump

i replaced the pump that is on the frame of the truck

that motor has gotta be out of time if you rebuilt it and it still only does it. does it sputter and shake or backfire

runs great

when the van starts it runs perfect, it idles well and the engine is very quiet but it has no power when trying to climb even a small hill. it rolls right down the hiway but it has no take off power or it is sluggish up hills. no sputtering or back firing.

If the timing chain is one tooth off, it will be a slug.

It seems to me that the same problem existed before you changed the motor ,by what you have said. I would drop the tank and see if the filter screen on the sending unit is clogged. It appears as if the motor is running out of gas.The timing is a possibility if you rebuilt the motor,but you didnt say that. You said you changed the motor,which leads me to believe the same problem still exists.Another thing to check is if you have a fuel reservoir canister,which would be mounted on the drivers side frame rail. I have seen these clog and the engine will idle fine but will have no power when under load.There is a shield around the canister that unbolts then the bottom of the canister unscrews. the filter inside is about 200sq.in.. This may be the culprit. Good Luck Mush
