when the van starts it runs perfect, it idles well and the engine is very quiet but it has no power when trying to climb even a small hill. it rolls right down the hiway but it has no take off power or it is sluggish up hills. no sputtering or back firing.
It seems to me that the same problem existed before you changed the motor ,by what you have said. I would drop the tank and see if the filter screen on the sending unit is clogged. It appears as if the motor is running out of gas.The timing is a possibility if you rebuilt the motor, but you didnt say that. You said you changed the motor, which leads me to believe the same problem still exists.Another thing to check is if you have a fuel reservoir canister, which would be mounted on the drivers side frame rail. I have seen these clog and the engine will idle fine but will have no power when under load. There is a shield around the canister that unbolts then the bottom of the canister unscrews. the filter inside is about 200sq.in.. This may be the culprit. Good Luck Mush
