I have a 94 Ford Explorer Limited Edition. When I bought it, it had a 3" lift kit on it and road very rough. We removed the lift kit and put new tires on it, and that did not help the ride quality. We also put new comfort ride shocks all the way around and there really is not difference. What else can we do?
What's your point of reference for "rough?" An Explorer is built on a truck based platform, and, as such, tends to ride a little rougher than many cars out there.
