Disturbing Sound?

Disturbing Sound?
I have recently become the proud new owner or my first disel powered truck which has developed a disturbing sound from what may be the turbo.
It is my hope that some of you long time owners may have useful advice for me.
Seemingly at random I can hear a loud "wind" sound coming from between the cab and the bed (probably traveling down the exaust pipe). It seems to develope as the turbo spools up and will immediatly stop when the throttle is let off. It is my prediction that the blow off gate from the turbo is sticking open for one reason or another. Could this be the case and if so what is involved in fixing the problem?. If anyone has other suggestions or possible senarios I would love to hear your advise.
