Hubs Not Locking in

New hubs?
Do they lock in manually?
Does your transfer case engage? (rotate the front drive shaft when in 4x4. It should not move freely.)
Is there vacuum to the hubs?
Check to vacuum solenoid on the passenger side firewall.
