EEC III solenoid rough idle

EEC III solenoid rough idle
82 F150 351 4wd 45k miles
Has rough idle and seems to miss throughout the range. Plugs, wires, cap, rotor, EGR , all ok. Noted ticking noise off idle. Noise coming from front solenoid mounted on valve cover. It connects to EGR and VOTM. It's as if the solenoid is cycling very fast and continously when not idling. Sounds like a lifter tapping but definitely is the solenoid. Don't know if solenoid is bad or whatever sends the signal to it is bad. Anyone run into this problem?

You can test the solenoids with a multi-meter. All four of them (thermactor included) should be about 45 ohm's.
By VOTM, do the mean the Throttle Kicker, TK? It advances the throttle during cold starts, while running the AC or if the engine overheats.
