Well, first, remove the 3 nuts or bolts that hold the sensor on top of the valve. With it plugged up, push in the plunger on the bottom of it while the truck is idling. It should change the idle speed. If not, it could be faulty.
Second, remove the EGR valve and spray some carb cleaner into the hole on the bottom with the poppet valve in it while holding it upside down. It should hold the cleaner if it is shutting off properly. If not, then I would replace the valve. They get carboned up over time and this causes then not to shut off completely and can make the engine surge at low rpm.
