Clean the dash

I have a fabric dash cover that I want to put on my '99. I tried sticking the adhesive side of the velcro on the dash and it would not stick. I guess it is armor all buildup. So I want to clean all of that off without trashing the plastic. Does anyone know what product to use? Thanks!

Something like 409 will remove the greasy build-up and leave a nice dull finish that it should stick too without hurting the dash.
