I was told this blue wire originally was hooked to the power breaker switch. Why did they splice it into the red and light green wire of the pedal assembly? I have put it back to the original way i See the blue wire hanging down it was spliced into the red wire with the green stripe on that pedal assembly. Why?

I think you misunderstood. He said it was wired to the idle validation switch as part of the control system for an exhaust brake, and that there should be a switch somewhere to arm that system. You might consider just leaving it in place and seeing if it works, especially if you do much towing.
I’m not trying to do anything wrong just starting to learn how to navigate on this site if I broke any rules I apologize. I did not do it because I did not get immediate answers. I did not honest. I don’t know what I’m doing here. I’m trying to learn if you want to help me I’d appreciate it.
