Can it be done?

Hello, i hope i can explain this right...I have a 2001 ford f350 7.3 short bed, the frame is 6'10" from the back of the cab and we want to put a 9ft flat bed on it with a 320gal skid unit plus a water pump live reel, to make it a type 6 fire engine,
Here's my issue, The axle is only 40inchs from the cab so that's 40inchs of the bed on the front of the axle and 70inch off the back of the axle, my husband hasnt put a tape measure on it or even really thought it through but says he's sure it will be fine and is ready to get it done, now im no mechanic but i thought the weight is supposed to be at least some what distributed evenly over the axle, the bed and tank when it's full , pump and live reel weight almost 5000lbs...

IMO, too much weight

Max is 3,400–3,900+ lbs according to AI

Water moves when you brake, make sure that front end can handle it. They added in 2 leaves on mine to carry 500 gallons next to the cab.
