Over heating or under heating

Last sping my truck started to over heat when ever i would drive over 55mph If i would drive slower or stop it would cool rite back down to normal. Normal being the o in the word normal on the gauge. I thought it might be the thermostat so i replaced that. No change. Then i replaced the water pump and flushed the raditor out still no chnage. Then this fall I replaced the raditor with a used one but that was pressure tested and worked fine in the donor truck. Along with another new thermostat and new hoses. Now it dont ever warm up. Granted the highs have been about 20 degreas. I put some card board in front of the raditor and if i cover the raditor completly and drive over 50 mph it will over heat but when i stop it will cool so far down the heater wont even blow hot air any more. this happens in a mater of ten minutes or so of letting the truck just idle. Is this normal or is somthing wrong. Ive never had any other engenie before change temp so fast and never stay in one spot. Thanks alot Rich

You shuold only use ford or international t-stats,they dont hav a by-pass.Also check to see if the clutch fan is working properly.
