Try brushing on some Fluid-Film. Penetrates the rust and prevents rust from coming back. Put some on and leave it on for a few months, then wipe it off and then polish up your chrome with another light application. I use it like liquid wax on my entire truck. I don't use it on brake surfaces... and I even apply it to the exhaust system. Yah it will smoke off the exhaust so apply it when you have down time and it can penetrate and remove rust.
