2007 Ford LCF (International CF500) WHEEL SPEED SENSOR REPLACEMENT

These ABS Wheel Speed Sensors always give me trouble. What is THE BEST WAY to pull seized wheel speed sensors? They are most always plastic so applying heat doesn't make sense to me. Penetrating oil is always part if the process but doesn't seem to help to alleviate the usual outcome of breaking it off in the hole, and having to drill and bend and pry.
If a guy heats it and cools it right away with a wet rag like you do for frozen bolts, does it gain any ground? I don't like drilling and getting all the plastic and metal cuttings down the hole.
It there a BEST METHOD?
