I've never seen a water pump with straight out impellor blades before. Only ones set at an angle, so I'm not sure how efficient that impellor would be in real world operations. Even turbocharger impellors are angled and/or curved.

It's not a water pump, but an air pump. Have a look at the cooling fan on an old Corvair.
Wow, that's something I've never seen. Even my dustbuster has angled blades!
That's called the el cheapo, zero fluid flow optimization impeller. Or maybe they're not sure which way the motor it's getting slapped onto rotates so they need it to be equally effective (i.e. not very) in both directions.
Sidebar: You should see the impellers on Dyson V-series handheld vacuums. They're an integrated part of the motor and look like miniature jet engines.
