The good news is I did get the exhaust brake to kick in when using cruise control down a mountain grade today. So it does have it and does work. Just want the button to use when towing. I don’t love towing with cruise control on…

There should be a dash light if the exhaust brake is enabled. Its function is not tied to cruise control. Full mode will work by letting off the accelerator. Auto will work by tapping the brake pedal. Cruise can use it to help maintain the set speed down hill. Higher RPMs make for a more effective exhaust brake. Without the light on in the dash though, it should never engage. The reason why it is user enabled and not automatic when in tow/haul is that in some scenarios like snowy/slippery conditions it can cause a dangerous condition with the rear tires braking loose and causing a spin.
I’d pop off the dash cover where the button is, and see if there is another plug back there that is not in use. Plug that into the button you have and see if you get the EB to work. I’ve accidentally switched plugs on my 2018 before when putting it back together
Update: got the instrument cluster display recall done and a few days of diagnostics in for the button issue. Dealer service folks went down a rabbit hole with Ford hot line testing all sorts of signals when pressing the installed HDC button. After a few not so helpful responses from Ford hotline, I insisted it should be an exhaust brake button. I advised they should look at the interiors of similar 2025 power strokes on the lot and confirm they had an exhaust brake button. So they swapped the HDC button with an exhaust brake button from another truck on the lot and it worked perfectly in my truck. Case closed. It was indeed a mis-build. All diagnostics checked out as they should. No weird errors with their scanners. They ordered an exhaust brake button to put back in the truck they robbed from and sent me on my way this evening. Success! I have played with it a bit and it appears to work great. I am grateful for a good dealer service department that came through in the end. Overall annoying it had to go through this process. Not a small investment in this truck. They have a process they must follow, I respected that, but was insistent and it worked out in the end. Stoked to have my truck back for the weekend. The bronco sport rental they gave me was a decent ride, but not something I want to run around in for the duration ha ha. Love the truck! Yeah it likely is a misbuild. The programming is likely already there because it is programmed based off the build data, even if incorrect parts were installed.
It used to be MUCH more common than it is today, with computer scheduling and all that it's actually kinda rare today for it to even be built like that, much less leave the factory. I knew a guy who got a GMC truck with a Chevy badge on the passenger door at delivery. One of my dad's trucks had some option it wasn't supposed to, but I don't remember what that was now because it's been a LONG time ago.
In 2000 I ordered an F250 4X4 with the V10. I happened to pass by the dealership after hours and noticed that it had been delivered. When I got out to look at it I thought it wasn't my truck because it had the 5.4 V8 badge on the drivers side front fender. As I looked at everything else on the truck it was exactly as I ordered mine. I thought they had put the wrong engine into the truck. Luckily for me they had somehow only managed to put the V8 badge on the drivers side and the V10 badge on the passenger side. The next day I went to pick up the truck. The first thing I did was pop the hood and made sure it actually had the V10. The dealer had to order a new V10 badge and installed it on the drivers side about a week later.
Outstanding you got it corrected and now button functioning. Looks a little lonely up there by its self.
So prior to swapping button, you mentioned "no response" when pushing the button. When they swapped button, did they change connector they plugged in?
May have been working prior with button but didn't notice the dash popup?

I worked in large Chevy Dealership shop back in 80-90's... We often received Suburbans with a various mix of GMC Grill, Horn Button, Glove or Door emblems. It was common enough the Dealership Owner routinely ordered a mix of Chevy Emblems and Bow Ties each new year to counter the GMC miss badging.
Yes, they must have changed the layout on the '25s, as I have the 360° camera, 4-ways, traction control and the park sensor control butttons, all features you appear to have.
Purchased my first diesel a couple weeks back (2025 F350; see signature) and have a bit of a conundrum: I have a Hill Descent Control button above the touch screen, but I can't get it to do anything, and I do not have the Engine Exhaust Brake Button. I do not have the FX4 package which I thought the HDC came with. From what I've read the Exhaust Brake is standard with the diesel engine. I can't find engine braking setting in any of the computer menus, other than the exhaust brake % gauge, which always reads zero. I did tow my 8000# camper up and down a mountain pass and believe I was meeting the conditions for the exhaust brake to engage. I like to think I am pretty tech savvy and I did RTFM...which indicates the exhaust brake button should be there above the display. At this point I've tentatively concluded that the wrong button got installed and it doesn't connect to anything. Any insights? Thanks in advance!
2025 6.7 HO King Ranch. My exhaust break button is right where your hill decent button is, with the hill decent a little farther right.
My guess is that the button is a network device that identifies itself to the network as an exhaust brake controller. That would be the reason the hill descent control button didn’t work as it would identify itself as such and the truck wasn’t configured for that function.
