2012 Explorer Failed APIM?

2012 Explorer Failed APIM?
Cousin has a 2012 Explorer Limited with Sync 2 and Navigation. The Touch Screen display has been intermittently working off and on for the past few years, now has been blank for about 4 months. The climate controls work and temperature and fan speed show on the right side of the instrument cluster. When pushing the source, sound and tune buttons a beep is played through the speakers which must indicate that something is receiving the inputs. I pulled fuse 29 out of the interior fuse panel and put it back in, then for a couple minuets static was being played. The sound could be adjusted with the volume ****, then the static stopped playing. The clock in the lower right side of the instrument cluster says 0:00. Everything I have read leads me to believe the APIM is bad, has anyone dealt with allthingssync.com? Thinking about ordering an APIM from them. Thanks
