My 99 7.3 has recently had both the turbo and injectors replaced. It runs great until it reaches high rpms (2500 rpm), then is slows down, like the throttle is being limited, and when it gets down in rpm/speed, it starts running again.
This is noticed more when pulling a heavy load, and when I really need the power, i.e, going up a steep hill, it's frustrating. No codes.
It didn't do this with the old trubo and injectors. Idea's?
You may be over boosting. When this happens, the pcm cuts back on the fuel rate. Just do a search, there is plenty of info on this site with work arounds to help you out.

If the truck is into overboost it will set a cel. It is a temporary cel that turns off after about 15 seconds.
I just went through this...search for my thread. What I found was a small boost leak which didn't fix the issue, and I was getting alot of air in the fuel. I had done the H&H mod many years ago but didn't replace the flexible lines from the hard lines on the frame to the top of the tank where the o-rings are for the connections. Those o-rings are designed to seal under pressure, but will suck air in when under suction. I didn't do this back when because I pulled the bed given I had access to a 5k forklift. Once I dropped the tank and replaced those lines she pulls like a freight train now. Below is a picture of the see through filter I put in-line when I replaced the flexible line from the hard line on the frame to the back of the fuel pump to do away with the other o-ring connector back when. This was causing the truck to lay down from 2,500 rpm+. Have you done the H&H mod or at least looked at the sock filters inside the tank?
