I have asked the same question, but nobody have answered. ( ref topic "DRL Photocell???")
But maybe there are some differerences from the 95 to 00 model.
There must be a time delay for switching the lights on. When I drive in a short tunnel, it is not switched on, so it must take longer time.
I will try to put a black bag over the mirror for a while to see if this is trigging the switch, and to investigate if the photocell is there.
You can't adjust the time because the mirror doesn't want to blow any bulbs out by switching on and off often. It'll take about 30 seconds to a minute in the dark in order to swith the headlights on.
I could learn from your info that the photocell is facing outwards from the mirror mount towards the front window. I will try to put a tape over this area fom outside, and I think I will switch the lights on permanetly as my wish is.
My Explorer is currently at anti-corrosion threatment, using a very effective oil-based method with inhibitors. ( No thick layer whre water is penetrating in between) In my location they put salt on the roads to melt the ice, and it is very corrosive. I hate it.
Nobody answered? Man, check your post again! ;-) All you need is to install one fuse, don't ever try the tape! If you tape sensors down, you'll get trouble restoring original autolight feature since the sensor's spot will have the remains of adhesive.
I checked the link that 96explorereddieb provided... it has very good information... in part, it states, "Press the mirror DIM and autolamp ON switches simultaneously.".... Does anyone know what/where the mirror DIM switch is??
The DIM button (not a switch, if I understand you correctly) is located on the bottom of the mirror, second button from the left. It temporarily darkens the mirror.

If you have a '93-'96 Explorer, you have the more of the rectangular shaped mirror with three buttons ("ON", "DIM", "ON"(Autolamp)) and a slider switch at the bottom of the mirror. If you have late '96-'01 Explorer or late '96-present Sport and Sport Trac, then your mirror is more of an oval shaped mirror with only a slider switch.
If you have the latter, then use the instructions given by Robert in that link. If you have the rectangular shaped mirror, follow my ('96explorereddiebauer) instructions.

Yes you might be right by putting in a fuse at location 15,
However, i have put a tape outside on the front window, covering the area where the mirror is glued inside. This provides permanent full lights. ( Does not harm the photocell as you indicated)
However, I will investigate your fuse during the weekend when I can have daylight, and hopefully nice weather.

I think there is a confusion of the different type of mirrors bc the mirror in my Expl. does not have the small buttons as you mention. I can see them in the user manual, but they are not on the mirror. I have the Canadian EB, and there is a difference.
I have the slider switch, and the green light diode; thats all. No "ON" or "DIM"or"ON"(Autolamp))
I think this is what "JGEISLER" is confused about.
But I can see there is a small hole underneath, which I assume can be used for setting the sensitivity.

It's probably because the mirror has been replaced or something. I'm sure US Explorers and Canadian Explorers are pretty much the same other than the metric measurements. If there's a hole at the bottom of the mirror, adjust it according to that. Then again...don't you have DRL?? If so, then your highbeams should be on at a lower intensity.

Yes the EB does have DRL; Canadian standard, which is according to what jclj2003 says. The mirror is not replaced.
This is bc the lights shall not be switched off, but illuminates the high beam at reduced voltage.
It has been very interesting and helpful to learn about this functionality.
