1989 4.9l inline 6 idle issues

Ok guys and gals. I'm having serious issues with finding out why my idle runs high (1500 rpm) and then fluctuates after engine warm up. I recently had a shop install a new ECM with no fix on issue. Since then, I have replace all fuel injectors, new fuel injector regulator, new MAP sensor, replaced intake to throttle body gasket and properly torqued, new ignition coil, new throttle position sensor and new Idle Air Valve. I've checked all the vacuum lines and all in question are getting proper amount of vacuum and i can't detect any leaks in those lines. i also removed the wiring harness that goes to the idle air, throttle sensor, ignition coil, distributor, etc. I checked the continuity of all those wires. However, on that wiring harness there are two areas that have a "safety wire" which is encased in a tin foil type wrapping. On one of those safety wires, the wire extends out to be grounded on the engine block. is the other safety wire also supposed to grounded to the engine block somewhere? This particular safety wire did not have a wire extending out from the harness, unless it has broken off. Any tips on what to look at next in regards to a fluctuating idle would be appreciated. The way the engine in running, it really seems like it is a vacuum leak type issue.
