I have been coming across some 15" rims and finding that some are riveted and some that appear to be pressed together not riveted and not welded together which was typically used in the 67-72 model years?
67 was about the time they quit riveting wheels and welded everything. Welded wheels are better and safer for tubeless tires, no rivets rusting, coming loose and causing a leak. That's why they quit riveting wheels. My advice is to not worry about what may have been used when and stick with the newer, welded wheels.

Could be the multi-piece style of tube rim. Not sure if those were available in the 15" style but my 16" rims are 3 piece locking. They are a pain in the *** and I would stay far away from them, I need to replace the tube tires on my drive axle and *maybe* a local tire shop that does a lot of agricultural equipment can do it.
