They do get stuck
Did you disconnect it, and the van falls on it's face? (meaning Idles at 550)?
That's generally the first test
Disconnect it and see if the idle changes (it should drop)

Also, the IAC is controlled by a PWM signal that can't be accurately measured with a voltmeter (it is PWM on my '97, might be different on older vans).
