Have the same issues with a 2001 f150 4.6l. Youtube had a video showing how to safely cut the hvac box behind the glove box. I did this so i could gain access to the heater core and Air-Conditioner condenser. Verify that the flap that controls heat and Air-Conditioner.
there are two others i believe there are two others that are vacuum actuators. That is if you have manual controls.
if the flapper on the passenger side is broken dornen makes a repair kit with a metal shaft.
