Actually not paint, but wood stain, it is black and some of it has been spilled on a beige carpet by the guy who installed the carpet.
To aggravate this situation, I have another problem. I decided to use bleach to remove this paint and removed about half of it successfully but also bleached the carpet. Now it has an ugly orange spot in the most visible area. There are other spills I haven't touched yet. It looks like h3ll, and it is new.
Any experience with that?
I have been told to use "mineral spirits" to remove the rest of the paint and something from bleach-stain.com to fix the bleaching. What is that stuff? Can these be fixed?
Darn, I thought we were gonna talk about painting concrete. because im going to do that to my house, as soon as I figure out what kind of paint I have to use.

use drylok masonry paint its completely waterproof .. it can be used on concrete pools
I think the carpet is ruined and will eather need a patch or it will need to be dyed. As for the concrete the best paint for say a garage floor would be 2 part epoxy with sand mixed in for traction. It's about 80 bucks for both parts. Howrver...if this is the case I'd use concrete stain. If it's a swimming pool the best thing for conerete would be chlorinated rubber based paint.
If it's concrete basement walls I'd go ahead and use UGL Drylock as well.

I like Concrete stain because it will not chip or peel, and if you plan to glue a floor down it will not stick too well to paint, (I'll assume you will be puting down a floating floor.) but if you want to paint it I feel the best stuff really would be the 2 part epoxy. First you will have to clean the surface. Muratic acid works great but inside it might just run you out of the building. Use a mask. Regardless...the surface MUST be CLEAN! After you clean it mix the 2 parts in a disposable bucket and paint it up with one of those cheap disposable roller and brush kits. Trust me! You will NEVER be able to use the applicators again. Epoxy paint is glue.
Anyway, it dries pretty quick and you should be able to use the floor the next day.

Price wise depends upon square footage, but I paint a portion of a swimming pool every year the size of a couple 2 car garage floors with one $80 kit.
Well, if the floor is concrete you could put down a floating floor or a glue down floor. I just happen to believ that if I were to put down a glued floor I'd rather not have paint on it.
Paint will always fail in the long run no matter how good it is.
Stain is great because it looks solid and it does not peel.
It just fades away. I guess I'd put glue on a stained floor because the stain soaks in instead od just sticking to the top of a surface.
If you are going to put in a floating floor the epoxy would be the cheapest and will last for several years.
Good choice IMO if you are going to cover it up anyway.
(With a floating floor of course.)
It is not one major spill but rather many small drops over an 8' area. No way to patch it.
I got that some "Mineral Spirits" from Walmart, let's see how that works.
Then I will see if I can make a dye for this beige capret. Also hear about www.bleachstain.com, they claim to remove bleahspots, but I am kind of skeptical. I think redying is the best method, I need to find the right dye.

A small carpet patch will probably stick out like a sore thumb. I think replacement is the only solution.
You might want to try to make the dye yourself, or get a majic marker in the same color and just touch it up if the spots are small enough.
I have used RIT dye and markers for touch up with good results, and I have found it's best to get a piece of scrap carpet to practice on...Just to get it right.
