Poor low end

my 3.0 V6 has teribble low end torq once into highr rpms it pulls harder any advice for cheep torq upgrades.

Couldda had a V8 ... just kidding, try headers, cat-back exhaust and an Intake. that may help.

If you're looking for more torque, try regearing the rear end to 4.10:1 gears. You won't be able to go extremely fast, but you will have more bottom end torque. It may be expensive, but worthwhile, IMO. Best to have this kind of work done by a shop unless you're very competent.

Intake maybe. Catback could actually hurt and so could the headers not to mention headers run $600+. I'd have to say an underdrive pulley would be your cheapest option. After that a chip might help but I only think it's worth the money if you have an auto. If you have $2600 then I have just the ticket Do you have larger than stock tires? If so regearing would be a good idea. Find out what gears you have now.

Has anyone tried replacing the mechanical fan with an electric one to free up a few HP on the low end?

I don't think that an electric fan would save much over the stock thermal clutch setup with that small amount of HP. Timing bump would give you more in my opinion. The under drive pulleys would be worthwhile as well
