Van won't move

I have a 2008 E-150. A day ago, the left rear brake locked up in my driveway. I got that freed up so I could get it in my garage, but now the van won't move in reverse. It seems to move a bit in drive, but it is only inches from the garage wall. What should I be looking for?

Stuck E brake shoes
Remove the rear rotors and check the shoes inside the drums
They come apart and lock up

I fixed the brakes, but now it won't move in reverse, or in neutral, although it will in drive. The back-up lights work in reverse.

Chock front wheels, lift rear axle, put transmission in neutral. Can you spin the rear wheels? If not, are the park brake cables in tension? Is either wheel absolutely frozen or can you wiggle it a little?
