I'm going to be upgrading my tow hitch to a CURT 15810 Class 5 and I want to replace the rusted stock bolts with the much better class 8 bolts, but can't find any via google so far so just curious if anyone knows where to order them from?

Fastenal, maybe Grainger, any Ace Hardware or True Value.
I went to go into Fastenal the other day but the doors were locked and big sign saying "Will Call only". So I called up the next closest Fastenal store to see if they were the same and they told me that all Fastenal's went to Will Call only, with no open showroom for walk-in customers, and you had to have a commercial account to place a will call order.
But the employee on the phone was nice enough to recommend another fastener store in the city that you could still walk into.

that’s interesting. Our fastenal is still open for walk in. Different part of the country, granted.
Their webpage is usually pretty good if you know the size and you can just order what you need.
That said, Grade 8 hardware is nothing special to find so anywhere that sells hardware should do.
I’d look up the torque specs for the grade 8 hardware and use those values rather than what was given in the instructions. If you use the torque specs for the grade 5 hardware, then there is no benefit to upgrading IMO. Bolted connections don’t work the way most people assume they work. So the upgraded hardware could potentially be of a benefit, but only if properly implemented with appropriate clamping loads.
Some sources don't sell individual bolts/washers/nuts; meaning you buy an entire bag of each. I suggest a good hardware store or a farm supply store where you can buy only the number you need of each. Plus you may have the option of getting a couple extra of each and returning the unused pieces.
