how would i increase my performance

i have a 1991 4X4 F-250 with the 351W 5-speed overdrive tranny and 4.10 gears. i was wondering what i could do to increse the performace and maybe the milage since i get about 10-13 mpg. Also what would you sugest for exhust? right now its dual but it has only one cat and glass pack for both pipes which i want to remove. i have about $400-500 to spend. I use the truck mainly to pull a car trailer once in a while, to plow snow in the winter and somewhat of a daily driver

I would run true dual exhaust, and then get a low end cam, something about .45 lift. Might want to get a cold air induction, with a k+n air filter, that would give some more horse.

Maybe get a "chip" from Jet or one of the other companies, you might need to run a lower temp. thermostat if you do use one and they do make a difference but some people don't like them. Maybe some headers with dual 2 1/4 " exhaust with mufflers of your choice. Do the K@N cold air/filter induction kit. Those help more than a guy would think.
