The cruise switches are a common problem
Try "laying" on that ON switch and re try it
With a NGS you can read the PIDS from all the speed control switches and test the operation of the BOO switch
Without the above, you have a hell of a time testing the switches
Same with the actuator
The cable breaks often and the brake lamps need to work
Those are some basics to check
Pull on the cable leading to the servo / actuator, if it pulls out, it's broke
I have no 02 service manuals or EVTM that will explain the circuit and testing methods

Neither the NGS nor any other scan tool can read the steering wheel switches on the OP's truck since there's no diagnostic tool or network connection to the speed control servo. No PIDs, either...
You have to use a multimeter to test the steering wheel switches, it's pretty simple. The factory service manual has the procedure.
I had the same thing happened to me and I’m willing to bet it’s the pressure switch in the master cylinder like mine was and is only $30 or so.
there is also a self check you can perform with your check. To enter this self check:
press the off button while turning the key to on. The cruise light should only flash once at this point. Release the off switch. In sequential order press each button after the light flashes: on, resume, coast and set/accel. The light will flash and you need to count them to know where the problem is. If I remember correctly mine was 2 or 3 flashes when I did this two or so years ago. This information was copied from the forum linked in the reply which also has details into what flashes indicate.
edit to add: if you are pressing the buttons and finish the sequence and have no flashes whatsoever, your steering wheel controls are bad.
