That is a front bumper for a 78/79 Ford truck, F150/F250/F350 2wd/4wd. Yes it has the black plastic "bumper edging" that locks in place with plastic fingers thru holes in the bumper. Looks like it HAD the bumperettes on it at one time, or a old style cattle guard.
It should (?) work on a 73-77, but might not look perfect, because the earlier ones are more rounded, and that one is flat faced. The ends wrap around at a little different angle and you can tell by looking where the bumper gets close to the grill shell when installed. I always ID that bumper by the license plate slit. That is a great looking for being FREE.
Yes it was a OEM option/offered with some "package" where I think you also got the bumperettes. The bad thing is if they get damaged and you have to take them off, you now have slits in your bumper where they mount. Meaning the black plastic bumper edging.
