Welcome to the FTE forums!

If the ‘99 wheels are the stock 16”s, then no. The lug pattern is the same but the backspacing/offset changed in ‘05 when the trucks went to front coils. That change also included larger brake parts that require 17” or 18” wheels at minimum for brake clearance.
