I have a 1948 COE F5. I looked on the right side top of the frame between the steering box and first cab mount but didn’t see anything. Where else would it be?
I'll try again in the morning, but a quick look tonight at my 48 COE frame and I don't see the number on the top of either frame rail.
The only place I see the number is on the bell housing above the clutch inspection plate.

That's the general vicinity where I found mine on my 48 F5 COE. They can be hard to see, up underneath in the dark as faintly stamped as they are sometimes. Don't give up.
sometimes a light sanding with fine sandpaper on a block to smooth the rust followed by a light wash of m8ineral spirits will reveal it. on my 56 it is on top the passenger rail just in front of the firewall. Ford did not have an "official" stamp location, so search around.
The inside edge next to the bend will be stiffer than the middle or outside of the flange, so you could get a better, more clear stamping with less deflection in the metal from the hammering.
I am trying to get it inspected and trying not to take anything apart, but the inner fender goes below the frame rail. Hard to get to. I will just keep trying. Thanks for all the suggestions everyone!
