Pcm diagnosis

Hello I have a 93 f150 with a 4.9l single cab short bed I replaced the pcm when I first got the truck due to fuel pump running continuously well about 6-7 months it done it again well I was able to warranty the 1st one here's the kicker one day I went to leave for work and I drove the vehicle in front of my bay at the shop cut it off and threw some stuff in the bed and went to leave and the truck wouldn't start and I noticed the fuel pump wasn't priming with ignition on and Ive recently replaced the fuel pump and filter when I first got the truck but no big deal I went and made sure I had my 2 powers and 2 grounds at the connector and brought a fuel pump and put it in and went to cut key on and it still wouldn't prime so now I know something is really off I can jump my wires at the inertia switch and the fuel pump will cut on I can jump my relay in the underhood fuse block and the fuel pump will cut on but when I'm checking everything at the relay I have two powers and only one ground which is a blue and orange wire that goes to a self test out plug and then to the pcm I probed the back of the pcm and to my relay and my ohms said 0.L I can take my test leads and run a negative to the self test out connector and send negative to the relay and my fuel pump will run with key on but the vehicle will not start I just want to make sure that before I send it to retirement that it is the computer because I enjoy the truck but it's starting to be more of a financial burden then anything I pulled the upper steering column off the day before to put on a upper bearing but it was the lower and I put everything back on I just want to make sure 100% that the pcm is the problem and not something I did in the column because I can't afford to keep buying pcm every 6-8 months

What Ohm setting on the meter? I do not have a schematic to see what you are saying but assuming you tried all the ranges to see if the resistance registered something in and it still did not, that sounds like a broken wire or a bad connection if there is a connector between there.
