Does the EGR normally have a hose attached to it?

If you're concerned about the vacuum port on the back, don't be. The valve is dead and defunct back there. It's nothing more than a plug at this point. You can look up vacuum schematics and read shop manuals to learn how the system worked, if you're that curious.
